Everyone will obviously have their own idea of what titles would be good for someone not familiar with the genre to watch first. I have compiled this list of OAVs that, in my opinion, show some of the very best anime has to offer.  I have split the titles up into different categories so you can choose the style of story that matches your tastes best.

All Purpose Cultural Cat Girl Nuku Nuku A very basic, fun, easy to follow story. The last episode has some dark overtones that aren't in the previous 5 stories.
Ranma 1/2 Classic anime. Great comedy stories, but due to the length of the series, there may be better OAVs to start with.
Tenchi Muyo Great story with fun characters.  Lots of comic action.

Action Drama

Akira A real anime classic.  Good story and excellent animation.
Vampire Princess Miyu This is one of my favorite anime series. The story is great as is the animation. The dubbed version is pretty good, it follows the original dialogue closely.
Grave of the Fireflies Story about a brother and sister trying to survive after the atomic bomb is dropped on Hiroshima.
Neon Genesis Evangelion One of the best overall anime titles. The storyline is first rate and the animation is excellent. It also has a rather addictive opening title song.
Perfect Blue Great psychological thriller.  Has a very interesting plot line where reality mirrors Mima's acting career.
Rurouni Kenshin (Suggested by Natsume) Great story, great art.
Cardcaptor Sakura
(Suggested by Briguy) 		The story is about to kids(Sakura and Li) who go around catching magic cards. Eeach card has a different power and Li and Sakura must capture all of them and put them back in the clowbook.
Cyber City Oedo 808
(Suggested by Voi)		 Great story about three crimanils that get a 350 year sentence and they have to work with the police to try and reduce it.  Three storys all together.  Great action and great fights with weird things.
